CBSRA Points of Emphasis for the 2012 Season

1.       Substitutions

           a.      We emphasized this last year and it worked out well, so continue to enforce it.

           b.      Player(s) MUST exit the field completely, BEFORE the Substitute(s) enters the field.

           c.      Player(s) MUST report to midfield, PRIOR to the stoppage of play.

           d.      Player(s) MUST exit the field on THEIR team’s touchline.

2.       Throw-Ins

           a.       Players MUST throw the ball in within 1 YARD (3 feet) from where it crossed the touchline.

           b.      The ball MUST come from behind and over the head, with both hands.

           c.       The feet MUST both be on the ground, either on or behind the touchline.

3.       Offside

           a.       WAIT at least 2-3 seconds to make the call for Offside until the Offside Player has played(touched) the ball to ensure that a player in an Onside position doesn't get to it first.

           b.      Unless...

                    i.      There is the possibility of a collision between the Keeper & Offside Player. SAFETY FIRST!!

ii.      Or...only Players who were in an Offside position are going for the ball.

           c.       The Player is JUDGED Offside when the ball has been kicked by a teammate.

           d.      But remember, that a Player is PENALIZED for being Offside if they…

                    i.     Interfere with an Opponent.

ii.     Interfere with play (Touching the ball)

iii.     Gain an advantage by being in an Offside position.

           e.      Make sure to bring the ball back to the position where they were JUDGED Offside.

4.       Obstruction vs Shielding

           a.      Shielding is LEGAL, but Obstruction is NOT!

           b.      A Player MUST be within playing distance of the ball.

           c.      They CANNOT use their arms to block an Opponent’s path to the ball.

           d.      They CANNOT run between their Opponent and the ball to slow their progress.

           e.      Once, they use their hands, arms or legs with physical contact, it is no longer Obstruction, it has now become Holding!
